Who Are We?
Emergency and Disaster Interpreters (ARÇ) is an initiative that was established after the earthquakes that had caused huge losses of life and property in the Marmara region in 1999 and operates on a voluntary basis.
- ARÇ Organization, which has an autonomous functioning within itself, operates under the umbrella of the Translation and Interpreting Association-Turkey.
- ARÇ works in cooperation with other NGOs and initiatives interested in disaster interpretation.
- The leading examples are the Conference Interpreters’ Association of Turkey, Translators' Association of Turkey (ÇEVBİR), the Istanbul Chamber of Tourist Guides, as well as the student clubs of various universities.
- It is not necessary to be a member of any association to become a member of the ARÇ.
- ARÇ has members and representatives in a large number of provinces. Primarily, units have been established in Istanbul, Ankara and Izmir.

PURPOSE AND STRUCTURE
The purpose of ARÇ is to carry out international communication and interpreting activities needed in disaster situations in a purposeful and prepared manner. The organisation gives trainings and takes action within this framework.
- Emergency and disaster interpreting has its unique requirements and challenges. For this reason, trainings are being conducted to prepare interpreters for this type of tasks.
- Another point of vital importance in terms of interpretating tasks at disaster conditions is the ability of suitably qualified interpreters to quickly assign for duties in appropriate places:
- ARÇ Organization determines the need for interpreting in case of emergency response and establishes connections with the relevant official institutions and NGOs.
The main decision-making body of ARÇ is the Management Community, which consists of ARÇ members with training and experience in disasters and interpreting. The coordination of the ARÇ Organization is provided by an Assignment Unit consisting of some members of the Management Community, assigned for two-year periods.

HOW DO I JOIN?
ARÇ, which was founded with the participation of volunteers, is open to anyone who speaks at least one foreign language at a level to communicate fluently orally. ARÇ membership is independent of the membership of the association and does not require being a professional interpreter.

- By participating in the trainings and other events that will be announced, you can take part in more active tasks in ARÇ.
- Emergency and Disaster Interpreters (ARÇ) is a volunteer-based initiative that emerged in the aftermath of the earthquakes in Marmara Region in 1999, which caused massive loss of life and material damage.
- In early 2000, ARÇ was formed as a result of a comprehensive special-purpose training scourse developed and implemented at Istanbul University Faculty of Letters in cooperation with the Istanbul Civil Defence Directorate.
- After the initial training, an organisational structure was established to be ready to respond to disasters and emergencies.
- The ARÇ Organisation was established as an autonomous structure under the legal entity of the Translation and Interpreting Association in order to ensure rapid action in case of need.
- In March 2001, the ARÇ Organisation of the Translation and Interpreting Association signed a protocol of collaboration with the Istanbul Governorate and the Istanbul Civil Defence Directorate.
- Thus, ARÇ emerged as a result of a tripartite cooperation (university, NGO and official institutions). In consideration of the necessities of communicational tasks at disasters and emergencies, the membership requirements of ARÇ and participation in ARÇ activities were structured differently from the membership of the Translation and Interpreting Association.
ARÇ Regulation of the Translation and Interpreting Association expresses this characteristic as follows:
"ARÇ is an organisation that operates under the umbrella of the Translation and Interpreting Association with its specific functioning. It is institutionally responsible towards the management of the Translation and Interpreting Association, and at the same time is autonomous in its internal functioning to be able to make quick decisions and act in accordance with the requirements of the emergency situations. (...) It is open to cooperation with other organisations and NGOs working in the field of disasters. ARÇ members can also provide support before the disaster, within the framework of bilateral assistance, with institutions and organisations and in cases requiring volunteerism within the scope of possibilities."
This indicates that although ARÇ is affiliated with the Translation and Interpreting Association, in practice it has a position beyond individual NGOs. This approach has been adopted in the applications so far yielding fruitful results.
ARÇ’ın amacı afet durumlarında uluslararası iletişimi ve ihtiyaç duyulan çeviri faaliyetlerini amaca uygun ve hazırlıklı biçimde yürütmek. Bu çerçevede hem eğitimler veriliyor, hem de bir organizasyon içinde hareket ediliyor. Afet ve acil durumlarda Görevlendirme Birimi merkezde ve ARÇ temsilcileri belli noktalarda koordinasyonu yürütüyor. Bu kapsamda; çeviri ihtiyacını belirlemek, ilgili resmi kurumlarla ve STK’larla bağlantıları kurmak, çevirmenleri yönlendirmek ve göreve giden çevirmenleri sahada desteklemek gibi pek çok faaliyet yönetiliyor.
Afet ve acil durum çevirmenliğinin kendine özgü gerekleri ve zorlukları var. Bu nedenle çevirmenleri bu tür görevlere hazırlayacak eğitimler düzenleniyor ve tatbikatlara katılınıyor. Avrupa Birliği Sivil Koruma Mekanizması’nın 2021 Kasımında Tekirdağ’da gerçekleştirdiği MODEX tatbikatı Türkiye’de bugüne kadar gerçekleştirilen en kapsamlı uluslararası tatbikat özelliği taşıyor. ARÇ’a 2001 yılında Kongre Dergisi tarafından İletişim Ödülü ve 2012 yılında Sabancı Vakfı tarafından Fark Yaratanlar Ödülü verilmiştir.
Afet koşullarında çeviri görevleri açısından hayati önemdeki bir diğer nokta, uygun nitelikte çevirmenlerin hızlı biçimde uygun yerde görev alabilmesi.
- ARÇ girişimi 2000 yılında İstanbul Üniversitesi’nde verilen eğitimlerle başlatılmış, daha sonraki dönemde Hacettepe ve Dokuz Eylül Üniversitelerinden öğretim elemanlarının da etkin katılımıyla eğitimler ülke geneline yayılmıştır.
- Şimdiye kadar yüzlerce kişi farklı düzeylerde eğitimlerden yararlanmıştır. Eğitimlere koşut olarak organizasyon da genişlemiş ve çeşitli görevler üstlenilmiştir.
- ARÇ’ın halihazırda çok sayıda ilde üyeleri ve temsilcileri vardır. Öncelikle örgütlü olduğu İstanbul, Ankara ve İzmir’de birimler oluşturulmuştur.
- ARÇ olarak çok sayıda tatbikata katılınmış, ARÇ kendi bünyesinde çeşitli tatbikatlar gerçekleştirmiştir.
ARÇ yurt içinde ve yurt dışında meydana gelen çeşitli olaylarda (deprem, yangın, mülteciler, salgın hastalık vd.) ve etkinliklerde (afet müdahalesi kılavuzları, uluslararası toplantılar, akreditasyon sınavları, tatbikatlar vd.) pek çok yazılı ve sözlü çeviri faaliyetleri yürütülmüştür.
ARÇ’ın özellikle etkin olduğu çalışma 2011’de Van ve civarında etkili olan yıkıcı depremdir; burada ARÇ organizasyonu tüm unsurlarıyla müdahale sürecine dahil olmuştur.
6 Şubat 2023 günü meydana gelen ve benzersiz yıkımlara yol açana Kahramanmaraş merkezli depremlerin ardından yürütülen çalışmalarda ARÇ’ın altyapısı, hazırlıklı insan gücü, bağlantılı STK’larla iş birliği ve ihtiyaç duyulan ek gönüllü katılımların yönetilmesi işlevleri en üst derecede devreye girmiştir.
